Made in Blender. Instead of taking the time to model the ice I just converted some text into a mesh object and then used it as the fluid object in a fluid simulation. Floor was just a couple of planes that were each individually UV unwrapped over a tile floor texture so to give the tiles depth as apposed to just applying the texture to a single large plane.
After that, I just added a little bump mapping, DOF, finally a little Chromatic Aberration and Brightness/Contrast to finish it off.
