Then you gotta think about that car paint has both metallic and non metallic parts and then paints flakes and scratches and AAAAAAGGGGGHHHHH
Other software have it reversed, it has always seemed to me more intuitive

I don't think so Omar because the setting is "roughness", not "shinyness"
You could also switch to the shading workspace :D
QUESTION: Do you think it would be best if in 2.8 values from 0 to 1 be reversed? in that 1 is fully shinny and 0 is non shinny?

Doing a quick test, it looks like Eevee runs on both CPU and GPU, but will do more testing.

if you are looking for free characters, maybe also give DAZ Studio a try. The software is free and also comes with some free characters. You can pose them to your liking and export them to blender.
Make Human is another free resource for characters.
