[Q] Are the blender developpers allowed to implement an addon (or at least its core code) in a release ? what can happen then ? Is there a gentlemen agreement between the addon developpers and the blender developpers that prevent them from, for example, implement some of meshmachine functionnality ?

Don't you think flip fluids or hard ops etc stops blender from developing on that particular category . Since many won't complain about its development in blender rather rely on add-on
