I'm finished in that I ran out of time and have submitted the video to Blender Con.
I'll post the video after the con.
It's still a WIP as I'd like to: 1 - Get a couple tentacles sharpening the carving knife
2 - Really clean up the tentacle fight
3 - Fix the lighting so it really looks like a night scene
4 - Fix the materials so things aren't shiny and new
5 - Get people and objects in the scene and animated
6 - Get some voice acting in there, music too, just audio editing and FX in general
7 - Probably lengthen the video just a bit and "flesh out" the interaction between the chef and the Octopus a bit
Eventually I'll be done done, even if there's more that could've been done, but I'd like to get those 7 things down for a portfolio piece. It's not quite there yet, but I think it has the potential to really be a great short.
Now with white trim to because the chrome trim was difficult to see in the dark, and to add some obvious separation between the food truck and the orange wood of the buildings behind it.

As one gets more details it can be tricky to see what changed from image to image.
I have cutlery now.
There's an awful lot of orange in the scene that I want to break up. Maybe a white board with a menu and a drawing of the specials. Maybe an outline of what knife goes where behind the cutlery.
I also want to fill the spaces above and below the cutlery. . .
I think the cutlery's a little too big, and the plates and bowls are too small. . .
But all of that's going to need to wait for a bit. I need to get to the character and octopus modeling, and animation. Once that's mostly done I'll get back to texturing, adding more details, and whatever else I have time for.
Details. So many details! There are a few things I'll probably leave alone short term. You can't see the rear end, so no need to futz with that, or the left side of the vehicle. Or anything under the counters.
I have my spices, plates, bowls, and a few other things in.
Now for some cutlery, pots and pans, and, if there's space, a bit of a menu.
Then on to the difficult stuff. I'd like to animate the scene like in my earlier comment, but that's a pretty big pull.
Also since I have background buildings, they need detail too.
Edit 2: Oh, and if there's time, tackling something I'm not really great at: materials and textures. Right now I'm really leaning heavily on the Principle BSDF and vertex colors. If I get the chance I'll burn through tread - https://cgcookie.mavenseed.com/courses/tread-hard-surface-asset-creation-for-video-games - or something like it to dust off my texturing skills and make this cart something that looks like it's been on the street for a bit.
WARDRED!! This is so fun! Excellent progress already. I love to see you modify the environment while returning it to default state at the beginning and end. That'll loop 😎

Main character block out is pretty much done.
I've no cloth wrinkles, no mupped fur, no hair at all, or even a cloth material, but this is about what the guy's going to look like.

It's a little early for a video, but this is mostly what it'll be minus the animation of what's happening inside the truck.
There are always things to correct as one goes on.
Now that I have the wheels in place it appears my food truck has taken a small jump, like Herbie from all the Disney VW Bug moves.
That front end needs to come down some, and I need to slightly adjust the Z-position of the truck for the whole animation.
