I'm on macOS High Sierra 10.13.4 using Blender 2.79b. Every so often, for whatever random reason, I lose the layers buttons in the menu header of the 3-d view. View all in the View menu is also greyed out and the number keys also do not work. If I open up a new file the layer options are back. But re-opening the problem file, even after re-booting still gives me the same thing. Anyone have any ideas on what is happening?

You might be in Local Mode, you can see this by looking at the top right of the 3D view panel. If you're in local mode, you should find the text "(Local)" there. To leave this mode, press the button to the right of the NumLock Key or, if you've enabled Emulate Numpad, press the button below the ESC-Key and above the Tab-Key. Hope this helps!
