Is there a way to slow the pan/rotate when you're looking around the scene? I thought Shift worked, like it shows your G operations etc, but i'm either misremembering or thinking of something else.

Perhaps you need to adjust your input(speed) settings under {File],[User Preferences]:
[Tab- Input] or [Tab- Interface].
