Extrudin/Scaling in top ortho is not planar.

Question

Hi, I am using the 2.8 Release Candidate version and when I scale or extrude in top ortho it extrudes/scales downward as well as outward, how can I fix this?

I solved it, the pivot point was set to 3d cursor from the previous lesson.
