Try typing the number in instead of using the arrow..

Thanks, that works and lets you slide up to 10. BUT. Is this some kind of bug?

It's a feature not a bug. A safeguard to prevent thoughtlessly setting the subdivisions too high and possibly overloading the mesh and memory.
