I wonder what I'm doing wrong cause all it does is try to change the brush size

It works for me.
It depends on the Tool you have Selected though; in the Video, Jonathan has the PolyPen Selected when he's Filling. When you have, for instance, the PolyStrips Selected, F would change the Brush Size.
