The Blender basics course is working. Other free courses are not streaming. I haven't paid any money for premium content; does that affect the free access?

The free content should be available, no matter if you don't have a subscription active. Usually you clear the cache or just use a different browser and it works. Computers are weird so they'll act up from time to time.
