In the viewport there's an annotate too, but I'd like a tool that will let me quickly draw and generate a bezier curve out of what I draw, and in a way that it sticks to surfaces. Is there a way to do this?

Add a Bezier Curve and in Edit Mode choose the Draw Tool:
by Default it is set to Cursor, but you can switch to Surface in the top left of the 3D View, where you can find other Settings too.
I believe there's addons too that convert them? I'm not sure though, I have a thought in my head.
