When I try to move two edge loops by using scale, it doesn't work sometimes. For example, in the pic I tried to move edges on the X-axis by using scale, but loops are not moving.

I don't know why that wouldn't work. But I see you are using an experimental Blender Version, did you try using a stable one?
Yeah that's a super standard operation that usually doesn't present problems. Make sure you are scaling in the X axis, so S and then X to lock the axis and then move the mouse away from the edges. Also make sure you haven't locked the transforms.
Or you have some affect only enabled.
