i cant make the pad a face with F because i think there are double verticies on this row, how do i get rid of those?

Move that Selected Vertex back to where it came from and then A (to Select all), M > Merge > By Distance.
You could also just re-make that d-pad.
An easy alternative way to make it, would be to Add a Plane (in Edit Mode) and Subdivide it (2 Cuts) and then Delete the 4 corner Vertices.
