In version 4.4 it doesn't seem to allow me to create edges between the vertices of the different objects unless they are joined as one object. Is there a work around, am I doing something wrong, or should I install an earlier version of Blender?
That has never been possible in Blender, so: you'll just have to Join them.
That is just how it's supposed to be done (and I wouldn't call that a workaround😉).

It also makes total sense, that you can't connect 2 Vertices from different Objects, because those Vertices are each part of a different Object Data 'list':

Yes they have to be part of the same object. Each object owns their own respective set of vertices and they don't share. Think about it as objects being the most ungenerous person you will ever meet, perhaps one day Blender will get a sharing update where all objects learn is better to share than to hoard.
