He covers this in chapter 2. the first 2 videos if you want more details. The answer to your question is:
1. Download and unzip the course files.
2. Open Blender, and click image on splash screen to get rid of it.
3. Then in top left hand corner click Blender icon(It is to the left of where it says file)->Click Install Application Template->Navigate to the course files. Under Chapter 01 folder is the 2D Illustration.zip. select that file and click Install Template button in bottom right hand corner.
That's it. Now when you want to use it just press Ctrl+n or click file->New. Then click 2D Illustration or select 2D Illustration on the splash screen when you open blender.
