Im not sure what I'm doing wrong here but I am trying to activate the Draw Tool. I am wanting to basically use the draw tool to draw out the lightning from the image. This is my first time learning & using Grease Pencil/draw tool.

In the screenshot you're on Sculpt Mode. It has a draw brush but it's not the same as drawing in Grease Pencil Mode. With your GPencil object selected, go intoDraw Mode here:

it looks like your image is a Mesh (maybe through Import Image As Planes) and that Mesh is in Sculpt Mode (you do not want to Sculpt, you want to draw and the Sculpt/Draw Brush has nothing to do with drawing...)
If you want to use Grease Pencil, Select the Grease Pencil Object (and not something else!) and switch to Draw Mode.
You can also use the Annotate Tool (Toolbar > Annotate), no GP Object needed for that.
Wow! When did Trace Image to Grease Pencil get in there? And it seems to work, too! Note to Self: Try and keep up.

That feature is pretty old already...I think since 2.8,something...Increasing the contrast of the image first (maybe even desaturate it) might improve the result further.
