When i try to apply bevel to top vertecies nothing happens

There are quite a few things that could cause this. The most common are:
You didn't Apply the Scale. (CTRL+A in Object Mode. Apply > Scale.)
You have so-called double Vertices. (In Edit Mode, select all (A) and M > Merge > By Distance.)
The Modifier has Clamp Overlap enabled or isn't showing in Edit Mode:
Like I said, these are the most common ones that come to mind.
